Two terminals, one Access Plaza and four regional exits
Access Plaza is the hinge for Terminal 1, the railway, buses, cars and the boat passage. Terminal 2 adds a real covered walk and may have different bus stopping patterns.
Terminal 1
The main passenger terminal connects to Access Plaza by a covered passage. Keep domestic or international floor and airline visible; a building name does not identify the check-in zone.

This elevated hinge connects Terminal 1 with Meitetsu, buses, taxis, cars and the passage toward the boat. A mode icon is the start of a decision, not proof that its product reaches the final address.

Terminal 2 is reached from the station and Access Plaza by a covered pedestrian route. Count the whole walk with luggage and do not assume every airport bus stops at the same terminal.

A connecting passage leads from Access Plaza toward the Tsu boat. It is a distinct marine journey with its own operator, weather, reservation and connection buffer—not a scenic extension of the railway.
